Support for Virginia HB 1991 – Domestic Violence Offender Registry

Domestic violence (DV) continues to devastate families and communities across Virginia. To combat this epidemic, Purple Runway supports the creation of a Domestic Violence Offender Registry through Virginia HB 1991, a vital tool to enhance public safety and accountability. Similar to the existing Sex Offender Registry, this registry would provide transparency, empower survivors, and deter repeat offenders.

Virginia reports thousands of DV-related incidents each year, and many escalate due to a lack of awareness about offenders’ histories. A registry would give individuals, families, and community organizations access to critical information, enabling informed decisions about safety. Survivors often express fear of re-engagement with abusers, especially when abusers relocate. This registry provides survivors peace of mind while offering perpetrators an opportunity for accountability and rehabilitation.

We at Purple Runway recognize concerns that this legislation might “cause more harm.” However, HB 1991 is designed to balance justice and transformation. It gives perpetrators two choices: to stop their abuse immediately and seek help or face consequences. The first offense serves as a warning and an opportunity for change—ensuring fairness and a path toward reform.

Meanwhile, survivors endure ongoing fear, anxiety, depression, and trauma. A survivor from our community noted, “There is no clear pathway for long-term counseling, and short-term programs aren’t enough to heal the deep wounds of abuse.” Another added, “The cost of mental health services feels like a luxury out of reach.” Our survey revealed that 98% of respondents believe there is an urgent need for mental health resources and enhanced survivor support.

This system is broken. Survivors need sustained care, while perpetrators need clear boundaries and opportunities for change. HB 1991 represents a chance for Virginia to move from a transactional to a transformative approach. Together, we can decrease domestic violence and ensure a safer, healthier future for all. This critical initiative aims to:
    1.    Increase Transparency: Provide communities across Virginia with access to information about known offenders.
    2.    Enhance Accountability: Deter repeat offenses by monitoring individuals with prior convictions.
    3.    Promote Safer Communities: Equip the public with tools to stay informed and proactive in preventing violence.

4.    Break the Cycle: Allow perpetrators a chance for rehabilitation and mental health services. 


A statewide offender registry will send a clear message: Virginia prioritizes the safety, dignity, and well-being of all its residents. By tracking offenders and increasing public awareness, we can prevent further harm and build safer, stronger communities according to 98% of our community needs survey (2024).
