Former Del. Jennifer Carroll Foy (D-2) announced on Friday that she intends to run for State Senate in Virginia’s 33rd District, which includes parts of Prince William and Fairfax Counties.

“I have always dedicated my life to service – whether it was at Virginia Military institute, as a foster mom, as a public defender, or as Delegate, where I fought to deliver real results for Virginians – including ratifying the Equal Rights Amendment, expanding Medicaid and broadband, raising the minimum wage, cleaning up toxic coal ash, helping veterans open small businesses, and investing millions into transportation, education, and affordable housing in Northern Virginia,” said Jennifer Carroll Foy. “But we are at a critical moment here in Virginia, and the bottom line is Virginia’s progress must be moved forward, not rolled back. That’s why I’m again stepping up to serve my community as a candidate for state Senate in Virginia’s 33rd District. My commitment to Virginia has never wavered, and I will work hard to build a better Virginia for everyone.”

Born and raised in Petersburg, Virginia, Carroll Foy was one of the first women to graduate from Virginia Military Institute. She went on to become a foster mom and public defender. The former member of the General Assembly first came into the public eye when she flipped Virginia’s 2nd House District from red to blue while pregnant with twins, and as Delegate, she championed the Equal Rights Amendment and was part of a Democratic majority that expanded Medicaid to 500,000 Virginians. 

Carroll Foy was also a candidate for governor of Virginia in the 2021 Democratic Primary. During the race, she resigned from her seat in the General Assembly in order to focus on campaigning in the gubernatorial race. In the Democratic Primary in June, Carroll Foy placed second behind former Gov. Terry McAuliffe, who went on to become the Democratic nominee and lose to Governor-elect Glenn Youngkin. During that race, Carroll Foy unveiled plans to address the Black maternal mortality rate and expand broadband access in rural areas across Virginia.
