The Prince William County Department of Development Services has selected Mandi Spina as its new Deputy Director. Ms. Spina has nearly 10 years of experience supporting the Department in increasingly senior roles. She previously served as Senior Human Resources and Administration Analyst.

Her expansive background, wealth of knowledge, along with her demonstrated leadership will further our administration and bring specific focus to new program opportunities,” said Wade A. Hugh, Director, Department of Development Services.

Deputy County Executive, Rebecca Horner shares the Department’s excitement, saying, “Ms. Spina is a well-respected and effective leader. Her forward-looking aptitude and thoughtful commitment to customers and colleagues are a great fit. We are grateful for her service and look forward to her next accomplishments.”

Ms. Spina will lead the Department in the areas of Human Resources, Personnel Policies, Budget and Finance, Emergency Management, Information Technology and FOIA processing. 

Previously, Ms. Spina was a Senior Human Resources Analyst for the Prince William County Department of Information Technology, where she led efforts to develop and manage all Human Resources, Staff Training and Personnel Policy functions of the Department. Ms. Spina has worked on multiple County and Department level Process Action Teams, including currently serving as a Co-Lead on the Mobius Workforce Project. In 2019, Ms. Spina won a County Executive Award for her role on the Small Business Project Management Team, and in 2017, Ms. Spina earned a County Executive Award Nomination for her role as Co-Chair of the Employee On-Boarding Team.

“I am excited to step into this new role and help advance the Department’s mission. It is an exciting opportunity to be able to build upon a foundation and continue to grow the community through collaborative internal and external partnerships,” said Ms. Spina.

Ms. Spina holds a degree in English Literature with concentrations in Communications and Administration. She is a Pennsylvania native and currently resides in the County. When not spending time with her two children she enjoys college athletics, reading and traveling.
